מועצת הזקנים בצ'נסטוחובה הוקמה בפקודת הגרמנים בספטמבר 1939. היא שימשה כייצוג הרשמי היחיד של יהודי צ'נסטוחובה בפני השלטונות הגרמניים לאחר פירוק הקהילה הדתית היהודית וחובותיה ומסמכיה הועברו למועצה. המועצה בנתה מינהלה נרחבת והשתלטה על הבניין ב-Aleja NMP 22 (לשעבר בנק התעשיינים והסוחרים) לשימושה, ובתקופת הגטו רכשה את הבית ב-Aleja NMP 11, יחד עם מבני חוץ ונכסים נוספים (לדוגמה, מחלקת העבודה בכפייה הייתה ממוקמת ב-Aleja NMP 9).
